About this opportunity

Hanover County, Virginia is requesting sealed proposals for professional engineering and project management services for the Route 33 Widening Project, with proposals due July 21, 2026 by 2:00 p.m. The phased contract covers preliminary engineering through right-of-way plan approval (Task I), utility coordination and relocation (Task II), right-of-way acquisition (Task III), final construction plans (Task IV), and construction phase services (Task V), with all tasks anticipated to be assigned to the successful offeror and scopes negotiated separately as each task is issued.

The project widens approximately 1.3 miles of U.S. Route 33 from two to four lanes between Winns Church Road and the existing four-lane section near the Henrico County line. Work must be performed using computerized design and drafting systems compatible with VDOT's automated systems and in accordance with VDOT policies and FHWA guidelines. The project area is designated as an Economic Development Zone in the County's comprehensive plan. The Central Virginia Transportation Authority has awarded $4 million in regional funds to develop plans for the widening; the County anticipates submitting subsequent grant applications for the remainder of project funding.

Evaluation weighs project manager qualifications and experience at 40 percent, project understanding and design concept at 25 percent, firm experience developing and delivering similar projects at 25 percent, and proposal quality at 10 percent. Two or more firms may be selected for oral presentations, following which contract rates will be requested from the highest-scoring firm. Prior to award, an independent review of the offeror's indirect cost rates is required to ensure compliance with Federal Acquisition Regulation Part 31 and VDOT requirements. An optional pre-proposal conference was held June 23, 2026 via Teams Call.
