About this opportunity

Volusia County is requesting statements of qualifications from professional engineering consultants for construction material testing services, with responses due August 20, 2026 at 3:00 p.m. The County anticipates awarding one or multiple firms a basic contract for an initial three-year term with two optional one-year renewals, exercisable at the County's discretion and subject to mutual agreement.

The scope encompasses engineering analysis, testing services, subsurface drilling, geotechnical engineering services, environmental engineering analysis, and related engineering tasks supporting the County's ongoing infrastructure improvements. Work will be authorized through written task assignments issued by the County, with each project scope and pricing negotiated individually at the time of assignment. The County makes no commitment regarding the number of available projects or that any work will be performed during the contract term.

Award will follow a Competitive Sealed Bid with Competitive Negotiation Alternative (CCNA) process based on qualifications and experience rather on price alone. The County reserves the right to require short-listed firms to make oral presentations. Successful respondents must comply with all federal and state requirements, including FEMA compliance for emergency-declared projects, maintain specified insurance coverage, register with Florida's Division of Corporations, and comply with E-Verify regulations and public records disclosure requirements.

Questions are due August 6, 2026 at 11:59 p.m. A non-mandatory solicitation opening is scheduled for August 20, 2026 at 3:01 p.m. via Microsoft Teams. No pre-solicitation conference will be held. Responses must be submitted electronically through the County's eProcurement Portal at https://procurement.opencov.com/portal/volusia. Payment on undisputed invoices is due within forty-five business days of receipt; the County will pay interest not exceeding one percent per month on undisputed invoices unpaid within thirty days of the due date and offers Electronic Funds Transfer capabilities.
