About this opportunity

Work must be performed by Florida-licensed Professional Engineers operating under the Consultant's Competitive Negotiation Act (CCNA). The scope encompasses full design packages, engineering drawings, specifications, construction cost estimates, surveys, permit applications, environmental reviews, and compliance documentation for hardening and upgrading Winfield Community Center, Deep Creek Community Center, and Springville Community Center. Deliverables include code-compliant showers, right-sized congregate areas, and reliable lighting and power systems. All work is subject to HUD and FEMA required provisions, including Davis-Bacon prevailing wage requirements, labor standards, equal employment opportunity, suspension and debarment certifications, and federal environmental and procurement compliance.
The County allocated $400,000 of its $4,000,000 CDBG-DR award from the Florida Department of Commerce (MS006) for engineering services. An additional $410,463.75 in 25% matching funds from a FEMA Hazard Mitigation Grant Program grant supports generator installation at critical facilities.
Evaluation is weighted: firm experience and expertise with regulatory agencies (20 points), qualifications of professional personnel (15 points), experience with scope of services (15 points), client references (10 points), ability to work with County staff (10 points), ability to complete projects timely (20 points), and quality of submittal (10 points). The selection committee will narrow finalists to no more than three firms for potential oral presentations. Award recommendation is anticipated October 1, 2026 or later. Questions are due September 10, 2026 at 5:00 PM. Submissions must include an original and three copies plus one USB drive, proof of liability insurance, Form W-9, and a certificate of professional errors and omissions liability insurability before contract execution. Page limit is 50 pages excluding resumes and reference letters (two pages maximum per assigned personnel).

Columbia County Board of County Commissioners is seeking Qualifications from firms for civil engineering services for CDBG-DR projects within the County. Columbia County Board of County Commissioners has been awarded a Community Development Block Grant Disaster Recovery (CDBG-DR) through Florida Department of Commerce (MS006). Columbia County has been awarded $4,000,000.00 of CDBG-DR funding for the Columbia County Shelter Resilience and Capacity Upgrades Project to upgrade and harden public disaster shelters ($400,000.00 for engineering services). This project will permanently replace temporary, emergency-only fixes with code-compliant showers, right-sized congregate areas, and reliable lighting and power to directly remedy shelter service failures and ensure Columbia County can safely house residents, low-income evacuees, and mutual-aid responders during future events. Columbia County identified three (3) community centers used as public disaster shelters in need of hardening and upgrades: 1) Winfield Community Center 2) Deep Creek Community Center 3) Springville Community Center
