About this opportunity
Pierce County is issuing a sole-source procurement exemption notice for critical SCADA software maintenance and support services for Chambers Creek Wastewater Treatment Plant, with capability statements due July 24, 2026 at 4:00 p.m. The County has determined that InnovatePro Management USA LLC is the sole entity capable of meeting this need as the product owner and authorized administrator following its acquisition of GE Vernova, the original software provider.
The sole minimum qualification requires the vendor to own or be authorized to administer the services through InnovatePro Management USA LLC. Pierce County conducted market research by consulting peers managing similarly sized wastewater treatment plants to support the sole-source determination. Any entity believing it meets the identified qualifications must submit a capability statement electronically through the Pierce County OpenGov procurement portal; if a submitted capability statement demonstrates the submitter can meet the County's need, this public notice will be cancelled and a competitive procurement will be initiated.
The estimated cost for the initial 12-month contract term is $200,000, with contract extensions subject to commensurate cost adjustments. The initial contract term is 12 months, with the County holding discretion to extend for a maximum total term not to exceed 5 years. Questions are due July 17, 2026. Andrew Robson, Pierce County Finance and Enterprise Services, is available at (253) 798-6647 or Andrew.robson@piercecountywa.gov to answer questions regarding this procurement exemption.
