About this opportunity

The Maryland State Highway Administration is requesting proposals for renewal of Procore software, an enterprise-level cloud-based construction management platform, under PORFP BPM053635, with proposals due October 27, 2025 at 11:00 a.m. This is a Small Business Reserve procurement limited exclusively to certified small business vendors and current Master Contractors under the existing COTS 2012 Master Contract (060B2490021). Only authorized Procore resellers certified by GOSBA's Small Business Reserve Program are eligible.

The scope spans three functional areas: COTS Software (FA I), Installation and Training Services (FA II, not to exceed 49% of total PORFP value), and Manufacturer's Software Maintenance (FA III). SHA will use the platform to centralize project communication, documentation, and workflow tracking, with particular emphasis on standardizing the mechanism for tracking Requests for Information (RFIs) and Shop Drawings across construction contracts. Specific product quantities, versions, delivery dates, installation timelines, and maintenance requirements are to be detailed by bidders in their proposals.

Bidders must provide manufacturer authorization documentation, screenshots of the Manufacturer's Suggested Retail Price (MSRP), estimated ship dates and lead times, and all applicable software licensing agreements and terms and conditions, including end-user license agreements and Acceptable Use Policies. Software must be new, unused, and virus-free. All SaaS products are subject to the Additional Terms and Conditions specified in Attachment Y - Data Use Agreement. Pricing must remain valid for at least 90 days following the proposal due date. Award will be made to the responsive and responsible vendor offering the most advantageous proposal based on price and conformance to special instructions. Invoices should be directed to John Hampton (JHampton2@mdot.maryland.gov) and must comply with Maryland's Proper Invoice requirements.
