About this opportunity

The New York State Department of Health is issuing a Solicitation of Interest for the Primary Care Service Corps (PCSC) Loan Repayment Program — Round 8, with applications due October 27, 2026. This is a service-obligated loan repayment initiative, not a traditional procurement contract; clinicians apply for educational-debt repayment in exchange for a three-year practice commitment at NHSC-approved sites in Health Professional Shortage Areas.

Eligible clinicians are dentists, dental hygienists, nurse practitioners, physician assistants, certified nurse midwives, clinical psychologists, licensed clinical social workers, licensed marriage and family therapists, and licensed mental health counselors. All applicants must hold current unrestricted New York State licenses, be U.S. citizens or permanent residents, be in good professional standing without Medicare/Medicaid exclusions or professional discipline, and commit to minimum work of 20 hours per week for 45 weeks annually (40 hours for full-time dentists) at an NHSC-Approved Site with a Health Professional Shortage Area score of 1 or greater.

Up to $504,990 in total funding is available. Individual award caps are $72,000 for full-time dentists, $54,000 for primary care clinicians (NP, PA, CNM), and $36,000 for clinical psychologists, LCSW, LMFT, LMHC, and dental hygienists — not to exceed each applicant's verified outstanding educational debt. All repayment funds must be applied to qualified educational debt.

Awardees must complete employment surveys and verification forms; employers must complete administrator surveys and notify the Department of terminations. Default carries significant penalties: repayment of the greater of $31,000 or a calculated amount based on unmet service-obligation months plus $7,500 per uncompleted month, plus accrued interest at the maximum legal prevailing rate.

Written questions were due September 14, 2026, with responses posted on or about September 28, 2026. Awards are anticipated in December 2026, with contract performance from July 1, 2027 through June 30, 2030.
