About this opportunity

The City of Columbus is seeking bids on a Universal Term Contract (blanket purchase agreement) for prescription safety eyewear for the Division of Fire through September 30, 2029, with proposals due July 30, 2026. This is a single-award, catalog-pricing contract with an estimated annual spend of approximately $20,000, though the City reserves the right to purchase up to twice that quantity or nothing at all and makes no guarantee of minimum purchases.

Bidders must demonstrate five years of documented experience providing prescription safety eyewear materials and warranty services and submit references from at least four customers with similar scope, complexity, and cost. All eyewear must meet ANSI Z87.1-2015 standards and applicable OSHA guidelines. The scope includes complete prescription eyewear packages with single-vision, bifocal, trifocal, and progressive lens options; frames in titanium, stainless steel, and plastic; photochromatic and polarized lenses; anti-reflective coatings; specialty services including lens grinding and shaping for Scott/3M SCBA face pieces; and repair and replacement programs for both City-paid and employee-paid options.

Pricing must be quoted firm and fixed on a catalog or price list basis, FOB Destination with freight prepaid and allowed, including all manufacturer warranties passed through to the City. No price adjustments are permitted during the first six months; thereafter, no more than two increases per contract year are allowed, each requiring thirty days' notice with proper documentation. Cumulative price increases exceeding fifteen percent permit the City to cancel with thirty days' written notice. Delivery time in calendar days from order receipt is a factor in bid evaluation. All items are subject to inspection upon delivery, with defective items replaced at vendor expense. Samples may be requested at vendor expense and will not be returned.

Questions were due July 6, 2026 at 11:00 a.m., with responses posted by July 9 at 11:00 a.m. Bids must be submitted electronically through the City of Columbus Vendor Services portal. The contract includes standard City terms including equal opportunity requirements, wage theft prevention compliance, indemnification, and local credit provisions.
