About this opportunity
The City of Raleigh Parks and Construction Management Department is seeking prequalification applications from principal trade and specialty contractors for the Tarboro Road Park redevelopment project, with prequalification applications due August 21, 2026 at 5:00 p.m. EDT. An in-person project information session is scheduled for July 31, 2026 at 10:00 a.m. at the Tarboro Road Community Center.
The City of Raleigh maintains an aspirational goal of 15 percent participation by certified minority and women-owned businesses in construction and repair contracts for building projects with costs of $300,000 or more, or $100,000 or more with state funding.
The scope encompasses a new 2-story, 20,000 square-foot community center at 121 N. Tarboro Street in Raleigh, North Carolina, including renovations to the historic St. Monica Teen Center, enhanced outdoor recreational amenities, upgraded sports and play areas, improved gathering spaces, pedestrian pathways, public art installations, and shaded outdoor spaces. The project is structured across 31 bid packages spanning general trades, demolition and abatement, electrical, HVAC, plumbing, roofing, landscaping, and other specialty services. Clancy & Theys Construction Company in association with McFarland Construction serves as Construction Manager.
Only prequalified bidders will be eligible to submit bids when individual bid packages are advertised on the North Carolina eVP system. Prequalification applications must be submitted via the Clancy & Theys website. Bid packages may be added or deleted at the discretion of the Construction Manager. All bids must satisfy requirements of NCGS 143-128.2. The City prohibits discrimination based on age, race, color, creed, national origin, sex, disability, sexual orientation, gender identity, familial or marital status, religion, economic status, or veteran status.
