About this opportunity
The Michigan Department of Environment, Great Lakes, and Energy (EGLE) is requesting proposals for prequalification of contractors to perform oil and gas well plugging, re-drilling, and site restoration services on abandoned wells throughout Michigan's Lower Peninsula, with proposals due September 22, 2026, and an optional pre-proposal meeting on September 3, 2026.
The prequalification is not a set-aside but does consider qualified disabled veterans/service-disabled veteran-owned business (QDV/SDVOB) status under Michigan law and overall economic impact, including principal place of performance, Michigan job creation, and tax implications. Clean Corporate Citizen designation under Part 14 of Michigan's Natural Resources and Environmental Protection Act (1994 PA 451) is required prior to award; Michigan tax nexus certification is required but non-disqualifying for out-of-state bidders.
Prequalified contractors will respond to subsequent Requests for Quotation for individual projects, which EGLE reports currently number approximately 10 in development across package sizes of 1 to more than 20 wells per package with average well depths of 1,000 to 4,000 feet. Pricing is submitted during the RFQ process, not at prequalification. Davis-Bacon prevailing wage requirements apply only to federally funded projects, identified by EGLE in each RFQ. Contractors may charge labor and equipment for salvage loading and transportation but cannot collect commissions, storage, handling, or transportation fees beyond those line items. The prequalification period runs five years from October 13, 2026, with two optional one-year renewals. No bid, performance, or payment bonds are required; background checks are at the state's discretion.
Evaluation is technical only, weighted at 100 points across Key Personnel (25 points), Business Owned Equipment List (25 points), Company Technical Experience and Ability (25 points), and responses to the Vendor Questions Worksheet (25 points). Only proposals scoring 80 or more points are eligible for award. Contractors must carry $1,000,000 each of commercial general liability, automobile liability, and environmental and pollution liability insurance with a maximum deductible of $50,000. Questions are due September 8, 2026; answers post by September 11, 2026. Proposals submit through the SIGMA VSS system.
