About this opportunity
Michigan Department of Environment, Great Lakes, and Energy (EGLE), Oil, Gas, and Minerals Division is requesting proposals for prequalification as a contractor to provide plugging, drilling, re-drilling, and site restoration services for abandoned and orphan oil and gas wells throughout Michigan's Lower Peninsula, with proposals due September 22, 2026 at 3:00 p.m. Eastern. This is a prequalification vehicle; no pricing is required at this stage. Awarded contractors will subsequently receive individual RFQs for competitive bidding on specific well sites.
The prequalification contract runs five years with two optional one-year renewal periods. An optional pre-proposal meeting is scheduled for September 3, 2026 at 10:30 a.m. Eastern via Microsoft Teams. Questions are due by 3:00 p.m. Eastern on September 8, 2026, with answers posted by September 11, 2026. The anticipated effective date is October 13, 2026.
Evaluation is weighted equally across four criteria at 25 points each: Key Personnel qualifications, Business Owned Equipment List, Company's Technical Experience and Ability, and Vendor Questions Worksheet responses. A minimum threshold of 80 points is required for award consideration. Staffing requirements include a Project Manager with minimum 10 years directly related field experience and 7 years project management experience; a Site Supervisor with minimum 7 years field experience and 3 years supervisory experience; and Driller/Operators with minimum 5 years field experience and 3 years operating experience.
Contractors must maintain specified insurance: Commercial General Liability ($2 million aggregate minimum), Automobile Liability ($1 million per accident), Workers' Compensation, and Environmental and Pollution Liability ($2 million annual aggregate). Service level agreements require 100% compliance with delivery specifications, with penalties of $100 for the first five non-compliance occurrences and $500 for subsequent occurrences in a calendar year. Payment is via Electronic Funds Transfer with 80% upon invoice approval and 20% retained until final project completion and State acceptance. Prequalification RFPs will be posted quarterly to allow vendors to be added on a rolling basis.
