About this opportunity
Broward County, Florida is issuing a draft Request for Proposals for engineering services to design a Regional Biosolids Drying Facility, with a pre-solicitation notice due August 7, 2026 and an estimated solicitation opening in the fourth quarter of 2026. This is a multi-phase, multi-year engagement under Florida's Consultants' Competitive Negotiation Act (CCNA), Section 287.055, with price negotiated after technical selection rather than evaluated competitively. A 25% County Business Enterprise (CBE) goal applies.
The scope spans three phases: Preliminary Engineering (6 months), Design and Permitting plus Guaranteed Maximum Price development support with a Managing General Contractor (12 months plus 6 months GMP support), and Engineering Services During Construction (24 months). The selected consultant will serve as Engineer of Record for a thermal drying facility processing approximately 39,000 dry tons of biosolids annually to Class AA quality under Florida Administrative Code Chapter 62-640 and EPA regulations. The facility, to be sited at or near 3100 North Powerline Road in Pompano Beach, incorporates belt drying technology with N+1 redundancy and serves a consortium of eleven utilities including Broward County Water and Wastewater Services, Cooper City, Coral Springs Improvement District, and eight additional municipalities.
The minimum estimated budget is $50 million across all phases, funded entirely by County funds. The consultant must hold a Licensed Professional Engineer license in Florida and demonstrate direct experience as Engineer of Record on Managing General Contractor delivery projects, including GMP development and constructability review participation. Evaluation criteria emphasize personnel management and team composition; MGC coordination strategy; past performance on large-scale thermal biosolids drying facilities preferably with design capacity of 700–800 wet tons per day or equivalent; regulatory and permitting experience specific to Class AA biosolids and Florida Department of Environmental Protection compliance; and current workload management. Questions will be submitted through BPRO, the County's electronic bidding system. A Cone of Silence ordinance restricts vendor communication with County staff and Commissioner offices during competition.
