Battery Park City Authority is requesting proposals for inclusion on a pre-qualified panel to provide rent revenue audit services on an as-needed basis, with proposals due September 30, 2026 at 3:00 p.m. and an anticipated panel start date of October 28, 2026. Proposers may seek qualification for one, several, or all of eight audit service categories: Performance Rent, Effective Gross Income, Qualified Capital Improvement, Quasi-Rent Stabilized Credit, Refinance Fee, Transaction Fee, Cash vs. Accrual, IFRS vs. GAAP, and Condo Deficiency Audit Services. The scope includes reviewing BPCA's and sub-tenants' leases, financial statements, revenue schedules, cash and deposit registers, trial balances, and detailed schedules; reconciling performance-based rent with invoices and statements; and auditing the BPCA condo deficiency system ("CDS"). A detailed Scope of Work is attached as Exhibit A.
Minimum qualifications include lawful authorization to perform audit services in New York State, expertise in U.S. GAAP and IFRS, and at least five years of experience providing the requested audit services. Selected proposers must carry Commercial General Liability Insurance ($1 million per occurrence, $2 million aggregate), Automobile Liability Insurance ($1 million), statutory Workers' Compensation and Disability Benefits, and Professional Liability Insurance (at least $1 million per claim).
The Panel term is three years with an option for a two-year extension. BPCA reserves the right to assign work among panel firms based on demonstrated expertise, qualifications, availability, past performance, and capacity, with no guarantee of minimum work volume or compensation. Cost proposals must include all rates, fees, overhead, administrative expenses, insurance, and travel costs; pricing remains valid for 120 days following the deadline. Technical evaluation (70 percent) weighs demonstrated relevant experience (35 percent) and staff qualifications (35 percent), followed by proposed approach (20 percent) and MWBE/SDVOB certification status (10 percent). Proposals are submitted electronically to separate email addresses for technical and cost components.
