About this opportunity
Orange County, California (Procurement Services on behalf of John Wayne Airport) is pre-qualifying contractors for a Job Order Contract for general construction services with a not-to-exceed value of $2,666,666, with pre-qualification applications due September 16, 2026 at 2:00 p.m. and formal bids from pre-qualified contractors to be advertised September 18, 2026.
Applicants must hold a California State Contractor's License (Class B), be registered with the Department of Industrial Relations, and provide a notarized statement from an admitted surety insurer confirming bonding capacity of at least $2,666,666. The County will conduct reference checks on at least three of the six required completed construction projects submitted by applicants.
Pre-qualification scoring follows a multi-section methodology: essential requirements (pass/fail), licenses and bonding (minimum 15 points), organization history and compliance (minimum 87 points), and construction project experience. Applicants must demonstrate compliance with federal civil rights provisions and nondiscrimination statutes, including Title VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, and various federal and state employment and safety laws.
Contractors with disqualifying factors — including revoked licenses within five years, surety bond defaults, debarment, criminal convictions, or certain civil judgments — will be immediately disqualified. Pre-qualification determinations may be appealed within seven calendar days, with an informal hearing conducted within five business days.
The anticipated contract term is one year. Work encompasses general construction services at various locations throughout John Wayne Airport. Contractor questions are due September 9, 2026 at 2:00 p.m., submitted through the County's online bidding system. Pre-qualification documents must also be submitted electronically via that system.
