About this opportunity
The City of Boynton Beach and the Boynton Beach Community Redevelopment Agency (BBCRA) are soliciting qualification packages to establish a pre-qualified contractor vendor pool for residential home repairs, storm-hardening improvements, and exterior beautification work under the Residential Home Repair Program (CDBG/SHIP) and the BBCRA Residential Improvement Grant Pilot Program, with qualifications due September 10, 2026.
The RFQ seeks firms across fifteen trade disciplines: general contracting, roofing, electrical, plumbing, HVAC, windows and doors, garage doors, concrete and pavers, fencing, fence staining, painting, pressure cleaning, landscaping and tree trimming, plant and nursery supply, and site-triangle clearing. Entry into the pool acknowledges satisfaction of pre-qualification criteria for the applied trade disciplines. The City and BBCRA intend to qualify as many responsive, responsible firms as possible in each discipline, subject to minimum pool size per discipline; there is no limit on primary or alternate firms per trade. No pricing is requested during qualification; individual project pricing is established through competitive quote requests with a minimum of three quotes solicited per project where feasible.
Qualified contractors are assigned to value tiers (Tier 1, 2, or 3) based on financial capacity and experience, determining the maximum single-project value for which they may be invited to quote. Projects will be posted to applicable trade pools as they arise. A contractor failing to respond to bid invitations for six consecutive months will be placed on Inactive Status. Mandatory submission requirements include financial documentation, proof of required state and county licenses and certifications, current insurance certificates, and signed affidavits.
The pool is effective for an initial three-year term from approval by both the City Commission and BBCRA Board, with up to one two-year renewal option for a maximum of five years. The pool does not reopen for new applications during the three-year term except through limited interim supplemental windows at the agencies' discretion; all firms, including current members, must reapply upon pool renewal. A non-mandatory pre-qualification conference is scheduled for August 21, 2026 at 10:00 a.m. at City Hall, Room 115. Questions are due August 31, 2026 at 3:00 p.m. local time through the e-procurement system.
