Interviews or demonstrations, if conducted, can add up to five additional points. The lowest-cost proposal receives maximum cost points; remaining proposals are scored using a specified formula. Proposers must submit recent financial statements (audited, reviewed, or compiled by an independent CPA), at least three references with similar services experience, a detailed project understanding and approach narrative, team experience and certifications with resumes, and completed cost forms with itemized pricing. Written questions are due October 21, 2026 at 5:00 PM EST, with the City's anticipated response by October 28.
