About this opportunity

The City of Seattle is requesting proposals for Power Platform Support Services under RFP C156180926, with proposals due October 29, 2026 at 5:00 p.m. and questions due October 22, 2026 at 12:00 a.m. The City intends to establish a pool of approved vendor partners to support its Microsoft Power Platform ecosystem and may make multiple or partial awards.

Three mandatory minimum qualifications apply: 5+ years of professional services experience delivering Microsoft Power Platform solutions in enterprise or public sector environments; 2+ years of experience applying governance, security, and compliance best practices in cloud-based environments, particularly Power Platform and Azure ecosystems; and 3+ years of experience managing complex, multi-stakeholder projects using structured methodologies. Vendors must obtain a Seattle Business License and Washington State Unified Business Identifier (UBI#) prior to contract execution.

The scope encompasses new solution development, solution support and enhancement, platform governance and strategy, citizen development enablement, monitoring and reporting, and change management and adoption support across Power Apps, Power Automate, Power BI, Copilot Studio, and Power Pages. The City seeks variable project-based work with individual performance schedules negotiated upon project start.

The contract carries a base two-year term with two two-year extension options, for a maximum initial contract life of six years, with City right to extend to ten years total. The City does not guarantee utilization of awarded contracts. Cost proposals should include not-to-exceed hourly rates for project managers, business analysts, and developer resources; actual costs and payment terms will be negotiated per project. Contractors must maintain Commercial General Liability ($1 million per occurrence), Professional Liability ($2 million per claim), and Cyber Liability ($2 million per occurrence) insurance and comply with comprehensive cybersecurity requirements including patch management and 24-hour access revocation notification.

A pre-submittal conference is scheduled for October 8, 2026 at 10:00 a.m. via Microsoft Teams. Evaluation comprises Phase 1 scoring on experience and qualifications (40 points), proposed service delivery (30 points), and cost proposal (30 points), with Phase 2 interviews (100 points) for top-ranked firms.
