About this opportunity
Eastern Municipal Water District (EMWD) is requesting proposals for Power Distribution Maintenance and Repair Services under RFP #3944, with proposals due July 23, 2026 and questions due July 9, 2026. A valid California Contractors State License Board C-10 Electrical Contractor's license is required, and contractors must demonstrate five consecutive years of experience providing power distribution maintenance.
EMWD serves approximately 1 million people across a 601 square mile service area in Riverside County. The scope includes comprehensive biennial preventive maintenance, diagnostic testing, thermographic inspection, and fluid analysis for medium- and low-voltage power distribution systems rated at 12 kilovolts, 4160 volts, 2.4 kilovolts, 480 volts and below across seven operational facilities. Services also encompass as-needed repairs, emergency troubleshooting, and 24/7 system restoration capabilities. Maintenance services are executed on a strict 24-month biennial cycle during standard business hours (6:00 AM to 3:00 PM, Monday through Friday, excluding EMWD holidays), though early morning windows between 3:00 AM and 9:00 AM may be required for critical facility shutdowns.
Contractors must demonstrate NETA-equivalent testing capabilities, infrared thermography equipment, and ASTM fluid analysis access. All field personnel must maintain NFPA 70E Arc-Flash Safety certification and OSHA compliance, with Project Manager and Lead Field Technicians holding NETA Level III or IV certification. Prevailing wages apply per California Labor Code requirements.
The contract term is five years beginning approximately November 1, 2026. Pricing shall remain firm-fixed for the first contract year, with potential annual adjustments of no more than three percent thereafter based on documented supply price increases, governmental or regulatory increases, or Consumer Price Index increases, subject to EMWD approval. Contractors must maintain comprehensive insurance (Workers' Compensation, Commercial General Liability, Automobile Liability, Professional Liability) and provide a Maintenance Bond equal to 100 percent of total contract price for a 24-month period and a Payment and Performance Bond equal to 100 percent of contract price. EMWD will conduct proposal review on July 28, 2026, with contractor recommendation on July 30, 2026, and Board recommendation on October 7, 2026.
