About this opportunity

Henrico County, Virginia, through the Virginia Distribution Center (VDC), is soliciting bids for a one-time shipment of portion control condiments with award to be made on a lot basis; bids are due September 18, 2026. Award is set-aside with tiered small business preference: DSBSD-certified micro businesses for bids up to $10,000, DSBSD-certified small businesses for bids not exceeding $100,000, or any size bidder if neither set-aside criterion is met, provided the agency determines price is fair and reasonable. All DSBSD certifications must be current as of the bid due date.

Products must meet or exceed USDA standards and applicable federal regulations, maintain minimum shelf-life requirements at delivery, be of institutional quality or better, and be delivered on properly palletized and stretch-wrapped loads not exceeding 2,600 pounds gross weight or 54 inches in height. Deliveries must be scheduled by appointment only during VDC receiving hours (7:15 a.m. to 3:00 p.m., Monday through Friday, excluding holidays and scheduled inventory closings) at the Sandston, Virginia facility.

Bids must be submitted electronically through eVA as firm unit prices with F.O.B. delivery to the VDC facility, and vendors must clearly state the number of calendar days required for delivery after receipt of order. Vendors must register with eVA at no cost and are subject to transaction fees of one percent of order value (capped at $500 for DSBSD-certified small businesses or $1,500 for other businesses). Contractors must maintain workers' compensation and employer's liability of $100,000 and commercial general liability of $1,000,000 per occurrence with $2,000,000 aggregate, adding the Commonwealth as additional insured. Payment terms are net 30 days from invoice or delivery, whichever occurs last. All contract-related records must be retained for five years and are subject to Commonwealth audit. Late or non-conforming deliveries may result in default proceedings and termination with vendor liability for excess costs incurred by the Commonwealth sourcing alternative supplies.
