The gauges must conform to ASTM D2950 and ASTM D8167 standards, provide asphalt density measurements using backscatter method, and soil and base density measurements using direct transmission at selectable depths from 2 to 12 inches. Bid pricing covers all shipping, delivery, handling, and administrative fees as a total cost to the State. Award will be based on the responsive, lowest-price bid meeting all specifications and verifications, including past performance, references, and financial stability certification. The State reserves the right to make separate awards to different vendors or request Best and Final Offers. All vendors must register in good standing with North Carolina's Electronic Vendor Portal and comply with state E-Verify and insurance requirements. Written questions are due October 26, 2026 at 11:00 AM ET. The public bid opening will occur via Microsoft Teams on November 2 at 2:00 PM ET.
