About this opportunity

Fremont Unified School District is requesting qualifications from commissioning services consultants to supplement an existing consultant pool for selected K-12 projects, with submissions due November 5, 2026. California Labor Code prevailing wage requirements apply.

The scope encompasses commissioning services for new construction, expansion, modernization, and renovation projects across the District's 42 schools. Deliverables include commissioning of electrical systems (lighting, renewable energy), mechanical systems (HVAC, boiler systems, energy management), plumbing systems, water reuse systems, landscape irrigation systems, and electric power metering systems. The commissioning agent must comply with Title 24 and Collaborative for High Performing Schools (CHPS) requirements and demonstrate knowledge of fundamental, enhanced, and LEED commissioning. Services scope and complexity vary by project.

Contract compensation will be negotiated on a project-by-project basis following this RFQ selection and a subsequent Request for Proposals phase. The District maintains a standing pool of qualified firms for ongoing and future project consideration; recertification requests are issued every three years. Contract term and renewal options will be negotiated based on individual project needs.

Required insurance includes Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Professional Liability ($1,000,000), Workers' Compensation (statutory limits), and Employer's Liability ($1,000,000). Firms must comply with the District's standard Agreement for Professional Services, including indemnification and insurance endorsement provisions.

Evaluation prioritizes experience with California public school projects, K-12 project history, firm reputation and client relationships, current capacity to handle multiple simultaneous projects, commissioning process approach, and employee credentials; location and accessibility to projects are weighted at 10 percent. Selected firms will be notified by December 3, 2026. Written questions are due October 29, 2026 at 2:00 p.m. Submissions must include five bound copies, one unbound copy, and one electronic copy of the Statement of Qualifications.
