About this opportunity
The City of Jacksonville, Florida's Technology Solutions Department and Duval County Supervisor of Elections are soliciting proposals for a poll worker payroll system SaaS solution under an informal RFP, with responses due July 17, 2026 at 4:00 p.m. Eastern Standard Time. Questions close July 13 at 4:00 p.m.; no pre-bid conference is scheduled.
Contractors must hold a minimum of three years of consecutive experience delivering payroll, timekeeping, or workforce management solutions and must provide three contactable business references, with government references strongly encouraged. Mandatory eligibility requirements include proof of applicable local business licenses and proper Florida state licensure.
The scope encompasses comprehensive implementation services: discovery sessions, system configuration, integration with existing timekeeping, scheduling, human resources, and finance systems, data migration, testing, knowledge transfer, training, and go-live assistance. The platform must support core payment workflow execution, financial and accounting integration, worker self-service features, security, and operational support maturity.
The contract term is one year with two one-year renewal options, subject to approval by both supplier and the City. Award will be made to the highest-ranked, responsive, and responsible bidder based on multiattribute scoring with a maximum total score of 200 points. Evaluation factors include functional coverage, implementation methodology, relevant experience, financial stability, and cost, with additional points available for payment workflow execution, financial integration, worker experience features, and security maturity.
Proposals are limited to 30 single-sided, 1.5-spaced pages in Arial font with 11-point minimum (excluding appendices and required forms). All responses must be submitted through the City's 1Cloud e-procurement system and become property of the City. The City reserves the right to request demonstrations and sandbox environments from up to three short-listed contractors.
