About this opportunity
The City of Seattle Department of Finance and Administrative Services, on behalf of Seattle City Light, is requesting bids on a unit price contract for replacement of wood utility poles in Unincorporated King County, Washington, with bids due July 29, 2026 at 2:00 p.m. via electronic submission through OpenGov.
The contract is a unit price agreement where bidders submit pricing for individual line items that will be applied to estimated quantities within Work Packages assigned after execution. Work encompasses replacement of wood poles rated P1 and P2 (imminent failure assets) along with associated primary conductors, transformers, switches, services, and other appurtenances throughout the City Light service territory at various locations in Unincorporated King County. Actual work quantities may vary substantially from bid form quantities without adjustment to unit prices.
The engineer's estimate is $4,000,000. The contract carries a minimum award value of $850,000 guaranteed and a Not to Exceed value of $4,000,000 plus applicable state sales tax (10.3%). The contract duration is one year from the Notice to Proceed date for the first Work Package, with a potential extension of one additional year by mutual agreement. Work will be assigned via individual Work Packages after contract execution, each specifying site-specific scope elements.
The apparent low bidder must submit a Supplemental Bidder Responsibility Criteria form within three business days of request, demonstrating experience with three similar pole replacement projects completed within the last five years, preferably two in urban public rights-of-way. A Payment and Performance Bond equal to the Not to Exceed amount is required. Bidders must identify electrical subcontractors or declare intent to self-perform and must comply with prevailing wage requirements under RCW 35.22.620 and Paid Sick and Safe Time requirements under SMC 14.16 and RCW 49.46. A bid guaranty of 5% of the total bid amount, including retail sales tax, must be submitted as a cashier's check, certified check, or bid bond. All bids must include retail sales tax and comply with Seattle Municipal Code chapters 20.42 and 20.70 regarding non-collusion, non-discrimination, and debarment. Contact Christian Gardner at christian.gardner2@seattle.gov with questions before bid opening.
