About this opportunity

The Southwest Ohio Regional Transit Authority (SORTA), doing business as Cincinnati Metro, is soliciting proposals from qualified and licensed plumbing contractors to establish an on-call services pool under a time-and-materials contract structure, with proposals due September 29, 2026 at 2:00 PM. No minimum volume of work or contract value is guaranteed; SORTA intends to award one or more contracts with a not-to-exceed value to be determined through negotiations and reserves the right to add additional qualified contractors to the pool at its discretion.

Services include comprehensive facility plumbing repair, rehabilitation, and maintenance — hydro-flushing, septic system services, video inspection, pipe locating, repair and replacement of potable water and wastewater systems, horizontal directional drilling, cured-in-place pipe rehabilitation, backflow prevention device installation, gas line services, potable water well maintenance, restroom and shower plumbing systems repair, and emergency response services. All work must comply with prevailing wage requirements under Ohio Revised Code Chapter 4115. Contractors must maintain comprehensive insurance coverage including workers' compensation, employer's liability, comprehensive general liability, automobile coverage, owner's protective liability, crime insurance, and professional liability, each at $1,000,000 per occurrence; certificates of insurance are due within ten working days of contract award.

Performance is at SORTA-owned or operated properties within Hamilton County, Ohio, including Queensgate Bus Garage, Bond Hill Bus Garage, Access Bus Garage, Silverton, Government Square, Riverfront Transit Center, Forest Park Park-n-Ride, Glenway Hub, and Madisonville Loop. The contract term is three years. Pricing comprises 25 percent of evaluation points; proposers must submit fully loaded hourly rates for licensed plumbers and apprentices/helpers for both regular and after-hours/emergency services across all three years, along with percentage markups for parts, materials, and equipment rental. Firm qualifications and project approach comprise 40 and 35 percent of evaluation points respectively. A non-mandatory pre-proposal meeting is scheduled September 3, 2026 at 10:00 AM via Microsoft Teams. Questions are due September 10, 2026 at 2:00 PM; responses are provided by September 16, 2026 at 4:00 PM. Proposals must remain valid for at least 120 days from submission.
