About this opportunity
The City of Bartow, Florida is soliciting bids for on-call plumbing services across municipal facilities, with bids due August 5, 2026 at 2:00 PM. The City will award contracts to the two lowest responsive and responsible bidders, designated as Primary and Secondary Awardees — a dual-award structure that filters competition.
Contractors must hold a current Florida Certified Plumbing Contractor License, have operated under the same business name and TIN/FEIN for at least two years, provide three references from similar work within the past five years, and carry minimum workers' compensation insurance, commercial general liability of $500,000 per occurrence, and commercial automobile liability of $5 million. Local vendor preference and Veteran Business Enterprise/Women and Minority Business Enterprise preferences apply based on bid price thresholds.
The scope encompasses installation, repair, and replacement of plumbing fixtures and systems across City Hall, Public Works facilities, Police and Fire Department facilities, Parks and Recreation facilities, water treatment and wastewater facilities, and utility infrastructure. Services include drain and waste line work, fixture installation and repair, potable water line repair, sewer line cleaning, water heating system repair, leak detection, backflow testing, and work at heights up to 95 feet. Response time commitments are 48 hours for routine calls, 24 hours for urgent calls, and 2 hours for emergency calls. Contractors must be available 24/7 for emergency services.
Pricing is submitted on an hourly basis for regular hours (Monday–Friday, 7:00 AM–5:00 PM), after-hours work (after 5:00 PM Monday–Friday and weekends), and emergency services. All hourly rates must be fully burdened and all-inclusive, covering wages, benefits, overhead, profit, insurance, fuel, transportation, vehicle costs, maintenance, tools, and equipment. Contractors may apply a 1–10 percent markup on direct materials and equipment rentals.
The initial contract term is one year from award with options to renew for two additional one-year terms; either party may opt out with 60 days' written notice prior to the end of any service year. Questions are due July 28, 2026 at 4:00 PM. Submissions are made through the City's e-procurement portal at https://procurement.opengov.com/portal/bartowfl or in person at 450 N. Wilson Ave., Bartow, FL 33830.
