About this opportunity
Humble Independent School District is requesting proposals to establish a qualified vendor pool for plumbing services and accessories on an as-needed basis, with proposals due June 9, 2026. The District serves approximately 48,000 students across forty-nine campuses in kindergarten through 12th grade in Harris County, Texas.
The scope encompasses maintenance, repair, and installation of plumbing systems; fixture installation; water heater and boiler replacement; preventive maintenance; and 24/7 emergency response with a mandatory two-hour response time. Contractors must employ licensed Master and Journeyman plumbers with at least one technician possessing 7 or more years of experience and must hold valid Texas plumbing licenses. Backflow valve testing endorsements are required for technicians and weighted in evaluation.
The District spends over $50,000 annually on these services. The proposal term runs from award date through July 13, 2027, with an optional two-year renewal extension available by mutual agreement. All work is performed at Humble ISD facilities within Harris County. Pricing shall be quoted F.O.B. with shipping charges included, delivered inside Humble ISD, excluding Texas State Sales Tax. Prices remain firm for the proposal contract term unless otherwise specified; price adjustments are permitted only through Consumer Price Index application with 45-day written notice and Director of Purchasing approval.
Evaluation criteria total 100 points: purchase price (35 points), vendor safety record (10 points), technicians' backflow valve testing endorsements (10 points), Master Plumber on staff (5 points), and services meeting scope of work (5 points), among other factors. Proposers must submit three to five references from school districts or higher education institutions, submitted directly by the references prior to bid deadline. All awarded vendors must obtain criminal background clearance, pass security requirements, comply with the District's Job Site Code of Conduct, and provide a Certificate of Insurance including Workers' Compensation with $1,000,000 employers liability, General Liability with $1,000,000 per occurrence, Commercial Auto Liability with $1,000,000 per occurrence, and Umbrella Liability of $5,000,000 each occurrence and aggregate. Proposals must be submitted electronically through the District's Euna Procurement online bidding system before the deadline specified in the system.
