About this opportunity

The Pennsylvania Liquor Control Board is requesting bids on 360 two-tiered shopping carts annually for use across over 575 Fine Wine & Good Spirits stores under IFB #275417, with bids due July 31, 2026 at 1:00 p.m. ET and questions due July 22, 2026 by 12:00 p.m. ET. The Reciprocal Limitations Act (GSPUR-89) applies, establishing preference percentages for bidders and supplies based on the state of manufacture and bidder residency; Pennsylvania resident bidders claiming preference must demonstrate a bona fide Pennsylvania business establishment, and nonresident bidders from states including Alaska, Arizona, California, Connecticut, Montana, New Mexico, South Carolina, West Virginia, and Wyoming may be subject to preference adjustments ranging from 1% to 10% depending on reciprocal preference policies.

The scope requires carts to meet specifications for the InStore Products Limited Model IS2 or an equivalent model, finished in black with E-Coat and Powder Coat, with a handle containing PLCB artwork. If bidding on an equivalent model, contractors must provide one sample cart within three weeks of purchase order receipt for written PLCB approval before production begins. Deliveries must be made in quantities of 100–200 pieces on an as-needed basis no later than six weeks from purchase order receipt, with shipping to the PLCB Maintenance Shop and costs subject to PLCB approval prior to purchase order creation. Contractors must register as a "Non-Merchandise" supplier in the PLCB's Oracle Supplier Portal (3–5 business days processing) and submit the signed Bid Form BOP-1206, GSPUR-89 Reciprocal Limitations Act Requirements, and BOP-2201 Worker Protections & Investment Certification through the Portal.

The contract term is one year from the effective date with four optional one-year renewal periods. Award will be made to the lowest responsive, responsible bidder based on total cost. Rate adjustments may be considered at the start of each option year based on the percentage change in the Producer Price Index for Fabricated Metal Products. All manufacturers' equipment warranties must be assigned to the PLCB for the full available terms at no additional cost. Bid results will be posted within 48 hours to the Department of General Services website, though results do not confer contractual rights until a formal written contract is executed and a Notice to Proceed is issued.
