About this opportunity

The Town of Cary, North Carolina, Utilities Department is requesting proposals from qualified control system integrators to design, furnish, program, install, test, and commission supervisory and control system improvements at the Swift Creek Pump Station under RFP #354-UT27-17, with proposals due November 5, 2026 at 10:00 a.m. ET and a pre-proposal conference and site visit on October 22, 2026 at 2:00 p.m.

The scope covers conversion of the 35-year-old pump station from 575-volt to 480-volt power and replacement of the control and monitoring system, including PLC hardware and programming, HMI configuration, UL 508A control panel fabrication, VFD integration, field instrumentation, site acceptance testing, startup and commissioning, training, and as-built documentation. The PLC platform must be Allen-Bradley ControlLogix, CompactLogix, or GuardLogix with redundancy capabilities, and integration with the existing AVEVA System Platform SCADA system is required. Proposals must cite three governmental or private company references for similar PLC replacement services completed within the past five years. The wet well side must remain operational during construction; the old wet well submersible pumps may be taken out of service for a maximum of 30 consecutive days with manual operation capability maintained. The contractor must provide a minimum 12-month warranty with critical-failure response time of four hours remotely or 24 hours on-site.

The initial contract term is one year from the effective date (anticipated November or December 2026), with the Town retaining options to renew for up to two additional one-year terms. Proposals are evaluated on Corporate Background and Experience (15%), Project Understanding and Approach (35%), Team Organization and References (20%), and Cost Proposal (30%). Written questions are due October 26, 2026 at 5:00 p.m. ET, with Town responses by October 28, 2026. Vendors must submit a total not-to-exceed cost covering materials, personnel at specified hourly rates, travel and subsistence, subcontractor costs, and other expenses.
