About this opportunity
The City of Lancaster, Texas is soliciting competitive bids for plant material supply and delivery to support municipal planting projects, with bids due September 30, 2026 at 2:00 p.m. and a virtual pre-submittal conference held September 2, 2026.
The scope includes furnishing and delivery of seven landscape plant species in one-gallon containers: Autumn Sage (1,200 units), Mexican Feather Grass (400), Dwarf Hameln Grass (5,400), Purple-Leaf Wintercreeper (600), Dwarf Rosemary (700), Elijah Blue Fescue (2,500), and Andorra Juniper (1,000), totaling an estimated 11,800 units. The City does not guarantee minimum purchase or the entire estimated quantity. All plant material must be nursery-grown and healthy, meeting City specifications. Bidders must provide unit prices per plant that include all costs — production, containers, loading, handling, transportation, and delivery — with prices subject to market fluctuations. The City reserves the right to increase or decrease quantities, modify orders, eliminate items based on project requirements, funding availability, weather conditions, and site readiness. No substitutions are permitted without prior written approval. Delivery location is 700 E. Main Street, Lancaster, Texas.
Vendors must demonstrate the ability to furnish specified materials, maintain adequate inventory, fulfill orders of varying sizes and species combinations, provide consistent quality, and coordinate deliveries with the City's planting schedule. Evaluation uses a 100-point scale: vendor qualifications (10 points), prior municipal experience (10 points), project approach and cost (50 points), and availability (30 points). The City reserves the right to award to multiple contractors and may remove vendors during the contract period for failure to meet requirements or performance standards. Questions are due September 23, 2026 at 2:00 p.m. Bid evaluations are anticipated for the week of October 1–9, 2026, with City Council consideration scheduled for October 26, 2026.
