About this opportunity

The City of Edgewater, Florida is requesting qualifications for professional planning consultant services on a continuing services basis under RFQ 26-DS-05, with qualifications due September 29, 2026 at 10:00 a.m. The City intends to award multiple firms under a continuing services agreement with hourly rate schedules negotiated upon contract execution; individual projects will be authorized through written Task Assignments with no guaranteed minimum project volume or total contract value.

The scope includes economic development support, intergovernmental and agency coordination, public service and capacity studies, comprehensive planning and Evaluation and Appraisal Reports (EAR), smart growth and growth management strategies, code development and overlay districts, Community Redevelopment Area (CRA) planning support, land use and zoning compatibility analysis, transportation impact analysis and grant assistance, and large-scale development and sector plan review. All work products—maps, GIS data, reports, and documents—must remain the property of the City, be delivered in editable electronic formats, and comply with Florida Public Records Law and ADA accessibility guidelines. Proposers must be registered with the Florida Department of State and authorized to conduct business in Florida.

The initial contract term is three years with two optional one-year renewal extensions, effective upon City Council approval and execution. Evaluation occurs in two phases: Phase 1 applies 100-point scoring on proposer qualifications (25 points), experience with similar projects (25 points), ability to meet schedule and workload demands (25 points), and responsiveness/regional presence (25 points). Phase 2requires shortlisted firms (minimum of three) to participate in pass/fail discussions with the evaluation committee. Insurance requirements include workers' compensation at statutory limits, Commercial General Liability of $1 million per occurrence/$2 million aggregate, Automobile Liability of $1 million, and Errors and Omissions/Professional Liability of $1 million per claim, with the City named as an additional insured. Evaluation committee meetings are scheduled for October 6 and 16, 2026; notice of recommendation is targeted for October 20; and contractor selection by City Council is scheduled for November 9, 2026.
