About this opportunity
The Florida Department of Corrections, Office of Community Corrections, is procuring office space through a lease arrangement for the establishment of a Probation and Parole Office in Pinellas Park, Florida. The procurement requires lessors to provide between 3,725 and 4,999 net rentable square feet of space in an existing building for a minimum initial term of 10 years with two optional 5-year renewal periods. The space must be available for pre-occupancy on December 23, 2027, with lease commencement on January 1, 2028. Deliverables include a fully-serviced (gross) rental space with flat annual rates that encompass all base rent, taxes, remodeling, renovations, tenant improvements, and operating expenses including janitorial services, utilities, insurance, maintenance, recycling, garbage disposal, and security, with no pass-through costs permitted. The facility must comply with all zoning requirements for a Department of Corrections office, be located at least 250 feet from schools, day care centers, playgrounds, and youth centers (with 1,000 feet or greater preferred), and meet comprehensive specifications including masonry exterior finishes, ADA accessibility, security systems, fire alarm systems, specified HVAC and lighting requirements, and 30 onsite parking spaces. The Department will evaluate proposals using a 4.39% present value discount rate and will reject any offers containing escalator clauses. Proposals must be submitted by 10:00 AM EST on August 26, 2026, as one original plus one electronic copy on a USB flash drive in a sealed envelope to the Florida Department of Corrections Office of Community Corrections in Tallahassee, with evaluation occurring at 10:30 AM EST the same day. Mark Wilkins of Savills Occupier Service (813-957-2154, Mark@savills.us) serves as the Department's authorized broker and exclusive point of contact for inquiries.
The procurement document does not identify any set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor preferences. No specific budget range or award value is listed in the available documentation. Successful offerors must execute a Commission Agreement with the Department's tenant broker within 15 business days of award notification and submit detailed architectural and engineering plans, final designs, State Fire Marshal approval, and energy performance analysis documentation prior to lease execution. Offerors may submit multiple proposals for different sites, each in separate sealed envelopes, allowing for competitive consideration of various potential locations within Pinellas Park.
