About this opportunity
The New York State Office of Parks, Recreation and Historic Preservation (OPRHP) is requesting quotes for phragmites herbicide treatment at Green Lakes State Park in Onondaga County, with quotes due September 14, 2026 at 3:00 PM ET, and vendor questions due September 8, 2026.
Treatment covers approximately 1.5 acres around Green Lake, beach parking lots, and associated boardwalk beach access paths using Glyphosate (Accord, Accord Concentrate, or Rodeo formulations) applied via backpack sprayer, boom sprayer, or approved equivalent. All applicators must hold New York State Department of Environmental Conservation licensure. Treatment must occur during full leaf-out; OPRHP staff will coordinate pre-treatment cutting. Glyphosate use in wetland areas is limited to 1.25 pounds acid equivalent per acre. Wheeled or tracked vehicles are restricted to minimize soil compaction, and protective buffers around streams, seasonal pools, ponds, and wetlands are mandatory. Weekday treatment is strongly preferred; weekend work requires explicit OPRHP approval. Temporary trail and recreation site closures must be posted at least one week prior, with duration determined by product label specifications. Contractor start date is October 26, 2026.
All applicators must be licensed and comply with herbicide specimen label directions and applicable state and federal laws. Prevailing wage requirements apply, and contractors must register with the New York State Bureau of Public Work and Prevailing Wage Enforcement before bidding. Commercial General Liability Insurance of at least $1 million per occurrence and $2 million general aggregate, plus Workers' Compensation and Disability Benefits Insurance, are required.
Quotes must separately price chemical treatment materials (per acre for 2 acres) and labor (per hour for 3 hours), with all ancillary costs included. Quotes exceeding $15,000 require lobbying law certifications, non-collusive bidding certifications, and executive order certifications. All quotes must remain valid for 90 days. Site visits are available during park hours. Gaia Environmental is the incumbent contractor on a substantially similar contract within the past five years.
