About this opportunity

The Local Government Purchasing Cooperative (BuyBoard), administered by the Texas Association of School Boards and endorsed by the Texas Municipal League and Texas Association of Counties, is soliciting sealed proposals for photovoltaic power system equipment, components, installation, and repair services on behalf of eligible Texas school districts, junior colleges, municipalities, and counties, with proposals due October 8, 2026 at 4:00 p.m. via buyboard.com/vendor or hard copy delivery.

The scope covers sale, installation, maintenance, and repair of behind-the-meter photovoltaic systems including solar panels, inverters, mounting equipment, cabling, and accessories. For installation and repair services, vendors may propose either a not-to-exceed hourly labor rate or a coefficient applied to the Gordian Facilities Construction Cost Data Book with RSMeans Data, with separate coefficients required for standard hours (7 a.m. to 5 p.m., Monday through Friday) and non-standard hours. Vendors must submit manufacturer authorization letters for each product line proposed and demonstrate authorization to sell, install, and service products in specified Texas regions.

The estimated contract value based on prior usage patterns is $3.945 million. The contract term runs from March 1, 2027, through February 29, 2028, with two possible one-year renewals. Place of performance covers Travis County and multiple Austin city jurisdictions.

Vendors must provide five minimum governmental references with current pricing information and comply with BuyBoard Technical Requirements, the Construction-Related Goods and Services Advisory, 2 CFR 200 (federal procurement standards for federally-funded purchases), Texas Government Code debarment certifications, boycott verifications, and professional services exclusions. An awarded vendor must pay BuyBoard a 2% service fee per purchase order and generate a minimum of $15,000 in annual contract sales or may not be offered renewal. The proposal scope excludes system or equipment leases, power purchase agreements, financing arrangements, and professional engineering services. Questions are due no later than the 10th business day before the proposal due date.
