About this opportunity
The City of Phoenix is requesting qualifications for architectural and design services for the Phoenix Sky Harbor Operations and Police Facility, with statements of qualifications due September 25, 2026 at 12:00 pm through the City's Procurement Portal.
The scope encompasses full architectural and program services, construction administration, and inspection for a new 40,000-square-foot office facility housing the Phoenix Sky Harbor International Airport Aviation Department Operations Division and the PHX Police Airport Bureau. The facility enables demolition of existing buildings to clear land for the PHX West Terminal. Target completion is July 1, 2029, with estimated construction costs of $40 million. The project will be delivered through a Construction Manager at Risk (CMAR) contract structure.
Evaluation is qualifications-based across seven weighted categories totaling 421 points from the Statement of Qualifications, plus up to 600 additional points from finalist interviews. The point allocation covers design experience of the prime firm (50 points), construction administration and inspection experience (50 points), design experience of key personnel and subconsultants (100 points), construction administration and inspection experience of key personnel and subconsultants (50 points), project understanding and approach (100 points), staffing information and key personnel (50 points), and reference checks (21 points). The reference check component requires submission of evaluations from three recent clients with relevant experience; completed Consultant Performance Evaluation forms must be submitted by email to soq.referencechecks@phoenix.gov by the September 25 deadline and are scored on a four-point scale per category for a maximum 21 points combined.
Statements of qualifications are limited to 20 pages in PDF format. A pre-submittal meeting is scheduled for 1:00 pm on September 15, 2026 at Aviation DCS Building with remote attendance via Microsoft Teams. Finalists will be invited to detailed interviews on October 27, 2026, with selection notification expected in early November 2026. Firms must be registered in the City's Vendor Management System prior to submission. Pricing will be negotiated after firm selection.
