About this opportunity

The Missouri Office of Administration, Division of Purchasing, is soliciting proposals on behalf of the Missouri Veterans Commission to establish a Qualified Vendor List (QVL) for specialty pharmacy services across seven State Veterans Homes, with proposals due September 17, 2026 at 2:00 p.m. Central Time. A pre-proposal teleconference was held September 2, 2026. Bonus preference points apply to Service-Disabled Veteran Business Enterprise (SDVE) participation and Organizations for the Blind/Sheltered Workshop participation; awards are determined by lowest and best evaluation including price and applicable preference points.

Vendors must hold current Missouri State Board of Pharmacy registration, specialty pharmacy accreditation from URAC, ACHC, or Joint Commission, DEA licensure, and preferably one year of experience providing similar pharmacy services. Personnel must include a licensed Missouri Pharmacist as Pharmacy Director, certified Missouri Pharmacy Technicians, and additional licensed Pharmacists, preferably with governmental agency experience. The scope encompasses 24/7 dispensing of specialty pharmaceuticals, biologicals, unit-dose controlled medications, liquid medications, and IV therapy support; prior authorization and benefits investigation; adherence monitoring; delivery services with STAT capabilities within 24 hours and non-emergency delivery within 48 hours; monthly change-over deliveries; individual resident medication record maintenance for seven years; and quarterly utilization reports. Services serve 1,238 beds across seven facilities with anticipated 65% occupancy. Current specialty medication volume is approximately 7 orders monthly across all facilities, subject to increase.

Pricing must be submitted as firm, fixed annual product catalogs. Monthly invoicing is required with payment due within 30 calendar days; the state serves as payor of last resort, pursuing VA, Medicare, Medicaid, and commercial insurance before state payment. The contract runs one year from award with four optional one-year renewals. No incumbent contractor exists. Contractors must comply with HIPAA Business Associate Agreement requirements and federal compliance obligations including OMB Uniform Administrative Requirements, federal debarment certifications, Byrd Anti-Lobbying Amendment, Drug Free Workplace Act, and civil rights and equal employment opportunity requirements.
