About this opportunity

The Missouri Veterans Commission, through the State of Missouri Office of Administration Division of Purchasing, is requesting proposals for a Qualified Vendor List (QVL) for pharmacy services specializing in specialty medications, with proposals due September 17, 2026 at 2:00 p.m. Central Time, and a pre-proposal teleconference on September 2 at 10:30 a.m. Central Time. The contract may involve federal funds; contractors must comply with OMB Uniform Administrative Requirements (2 CFR Part 200), Byrd Anti-Lobbying Amendment, Drug Free Workplace Act, Pro-Children Act, and federal nondiscrimination statutes including Title VI and VII of the Civil Rights Act, the Americans with Disabilities Act, and the Age Discrimination Act.

Contractors must serve seven State Veterans Homes across Missouri with a combined 1,238 beds and an anticipated 65% occupancy rate. Scope includes unit-dose controlled medications, liquid medications, IV therapy and infusion support, benefits investigation with prior authorizations, delivery services, STAT services, adherence monitoring, and care coordination. Vendors must achieve "Approved" registration status and "Spend Authorized" status in MissouriBUYS (powered by MOVERS). Contractors must possess current Missouri State Board of Pharmacy registration, specialty pharmacy accreditation through URAC, ACHC, or Joint Commission, a DEA license, a designated licensed and registered Pharmacy Director in Missouri, certified Pharmacy Technicians, licensed Pharmacists, general and professional liability insurance, and must complete background checks equal to state employee standards at contractor expense. Implementation must occur within 30 calendar days of authorization to proceed, with 24/7 service availability required.

Pricing is firm and fixed per product catalogs submitted annually. The state selects the lowest and best option based on price and any applicable preference bonus points for Missouri Service-Disabled Veteran Business Enterprises or Organizations for the Blind/Sheltered Workshop participation. The state acts as payor of last resort, with billing varying by Veteran status (Full Cost of Care, Medicare Part D/Medicaid, or commercial insurance).

The contract term runs from effective date through one year, with the Division of Purchasing retaining the right to renew for four additional one-year periods. No incumbent contractor exists. Vendors must comply with HIPAA requirements outlined in the Business Associate Agreement attachment.
