The Kansas Department of Administration, Office of Procurement and Contracts, is requesting proposals on behalf of the Kansas Department of Health and Environment, Division of Health Care Finance for a comprehensive Pharmaceutical Digital Solution (PDS) with proposals due July 21, 2026 at 2:00 PM CST.
Bidders may claim one of three preference categories — Disabled Veteran Owned Business, Certified Business, or State Use Purchases (not applicable to RFPs) — with supporting documentation required. All proposals must include a current Tax Clearance Certificate from the Kansas Department of Revenue, boycott of Israel certification, sexual harassment policy acknowledgment, immigration reform and control compliance certification, covered telecommunications equipment certification, and a Vendor Preparedness for WCAG 2.1 Level AA accessibility compliance form.
The PDS is a secure, web-based platform designed to support pharmaceutical policy decisions for Medicaid program administrators and compliance officers. Deliverables include drug life-cycle intelligence (brand-to-generic transitions, biosimilar launches, pipeline monitoring), market and financial analytics (budget impact models, rebate monitoring, competitive pricing analysis), litigation and regulatory monitoring, customizable dashboards, pharmaceutical analysis briefs, and a knowledge browser with real-time content updates covering clinical evidence, clinical decision support, and health economics research.
Contractors must demonstrate a minimum of five years of continuous active participation in the applicable industry and provide three references from clients who purchased similar services within the past five years. All proposed staff must hold current, valid licenses or certifications relevant to their field with a minimum of three years' experience. Contractors must comply with Kansas data security requirements, maintain U.S.-based data centers, implement industry-standard encryption and security controls, and maintain HIPAA protections. Data cannot be stored, copied, or used outside the contract scope; all data must be returned or destroyed upon termination.
The contract period extends from final signature through five years with potential renewal options. Pricing must remain firm for the entire contract period, net delivered. Payment terms are Net 30 days via electronic funds transfer unless a hardship exception is approved. Questions are due by close of business June 22, 2026, to Procurement Officer Tyrone M. Gasper at 785-296-3126 or Tyrone.Gasper@ks.gov. No pre-proposal conference is scheduled.
