About this opportunity

The Philadelphia Housing Authority is soliciting bids for comprehensive snow and ice removal services at multiple administrative locations throughout Philadelphia, with proposals due August 26, 2026.

The scope encompasses snow plowing, snow removal and disposal, ice removal and treatment, and application of salt or calcium chloride to maintain bare pavement at specified sites. The contractor must stake out areas susceptible to damage before the first snowfall, clear all entrances, exits, walkways, and parking areas, and maintain 24/7 availability through upper-level management contacts. Work begins only upon written direction from a designated PHA representative and continues until all snow and ice are cleared. Service reports must be submitted via email within one hour of completion. The contract may be awarded to one or multiple vendors, and PHA reserves the right to add locations during the contract term.

Pricing must be all-inclusive and firm-fixed per site, tiered by snow accumulation measured in inches or as salting-only options, based on National Weather Service/NOAA reported snowfall data for Philadelphia International Airport. Pricing must encompass all labor, materials, supervision, equipment, transportation, crew size, truck count, and hours required for task completion.

Minimum qualifications include proper Pennsylvania licensing for the proposer and all subcontractors, demonstrated experience with similar professional snow and ice removal work, equipment availability, organizational capacity, and technical competence. Bidders must submit company profiles, resumes of principals and subcontractors, relevant licenses, a statement of work understanding, at least three client references with contact information and project details, and current equipment inventory listings.

The contractor is responsible for storing ice melt products off PHA property unless written approval is granted, must employ only competent personnel subject to PHA approval, and faces immediate contract termination for unsatisfactory service. Property damage repairs are the contractor's responsibility and must be completed within ten days of damage reporting. Invoices are due within 30 days of each snow event.
