About this opportunity
The North Carolina Department of Natural and Cultural Resources is requesting sealed proposals for the Tryon Palace Perimeter Fence Replacement Phase 1 project, with bids due September 29, 2026 at 3:00 p.m. All work must conform to the Secretary of the Interior's Standards for the Treatment of Historic Properties, a decision-flipping qualification requirement. The state has established a 10% minority business enterprise participation goal.
The scope covers demolition of existing chain-link fencing and construction of 250 linear feet of new masonry wall with decorative steel fence infill along Eden and Pollock Streets at 529 South Front Street, New Bern, North Carolina. Work includes pier-mounted and recessed light fixtures, and upgrade and expansion of existing building facade lighting with new fixtures and layout. Bidders must submit lump-sum proposals as a single prime general contract; all plumbing, mechanical, and electrical work must be included by the prime contractor.
Licensed general contractors must have a minimum of five years of experience on competitively bid publicly funded construction projects. Bidders must submit completed Bidder's Qualifications Statements and Bidder Subcontractor Restoration Skills Qualification Statements demonstrating at least three historic preservation projects completed within the past ten years and reviewed by the National Park Service, State Historic Preservation Office, or local historic review body. A Bid Bond is required; Performance and Payment Bonds are also required. Bids must be delivered via USPS, UPS, FedEx, or hand delivery — electronic submission is not accepted. Contractor name and license number must be clearly marked on the bid envelope.
A non-mandatory pre-bid conference is scheduled for September 8, 2026 at 11:00 a.m. at the corner of Pollock and Eden Street. Written questions should be directed to Chip Hemingway, the design consultant, at hemingway@bmharch.com. Complete plans and specifications are available from Bowman Murray Hemingway Architects for a $100 refundable deposit; PDF versions are available at no cost.
