About this opportunity
The Maryland State Department of Education is seeking a contractor to support performance management, data analytics, and stakeholder engagement for the Reimagine & Transform early childhood education initiative under Request for Quote R00B7600027, with quotes due July 22, 2026.
The scope encompasses approximately 800 hours of consulting work to advance MSDE's strategic planning, organizational effectiveness, and performance management efforts across Maryland's early childhood system. Key deliverables include refinement of the existing Reimagine & Transform strategic plan into a detailed strategy roadmap identifying milestones, dependencies, and implementation timelines; support for organizational restructuring to transition from funding-stream-based to function-based operations; revision of standard operating procedures; and enhancement of MSDE's capacity to translate data into actionable insights and strengthen performance management routines across the Division of Early Childhood.
The contract carries a maximum value of $100,000. Bidders may propose individual consultants or teams; qualifications may be met collectively across team members rather than requiring each individual to independently satisfy all mandatory requirements. Resumes are required for individuals demonstrating relevant qualifications. Bidders may propose a blended average hourly rate across multiple team members at different rates, provided total compensation does not exceed the $100,000 ceiling. The hourly rate submitted on the bid form will be the rate MSDE pays for services. There are no preferences or requirements regarding the percentage of hours performed personally by named individuals versus other firm staff.
Work is funded through the Preschool Development Grant. Addendum 1 (Q&A and Signature Sheet) was posted July 21, 2026; all proposals must acknowledge receipt of this addendum, and all communications must route through the Procurement Officer.
Opportunity text
The Maryland State Department of Education (MSDE) has initiated a comprehensive effort, known as Reimagine & Transform, to strengthen alignment, coherence, and effectiveness across the state's early childhood education (ECE) system. Over the past year, this work has clarified MSDE's agency-wide ECE vision and produced a strategic plan outlining how Maryland will unify its numerous programs, funding streams, and initiatives to better serve children, families, and providers. With support from the Preschool Development Grant (PDG), MSDE will refine the Reimagine & Transform strategic plan in the coming months. This next phase will culminate in a strategy roadmap that identifies milestones, dependencies, and implementation timelines to guide coordinated statewide action. In parallel, MSDE is strengthening its internal operating environment to support a unified, coherent early childhood system. This includes revising standard operating procedures and reorganizing internal structures to shift from funding‑stream‑based operations toward function‑based roles. These updates are intended to improve decision-making, increase organizational clarity, and ensure alignment across quality, access, and family experience. Additionally, MSDE is expanding its capacity to translate data into actionable insights and strengthen performance management routines to monitor progress and drive continuous improvement across the Division of Early Childhood. To advance this work, MSDE is seeking an expert contractor to support the continued development and implementation of the Reimagine & Transform strategic planning, organizational effectiveness, and performance management efforts.
