About this opportunity
The Pennsylvania Department of Transportation is requesting bids for a Truck Driver Training Simulator to train Department truck drivers in the operation of dump trucks equipped with snow removal equipment (dump body, front plow, wing plow, and tow plow) under IFB 6100060721, with bids due September 17, 2026. The Reciprocal Limitations Act applies — Pennsylvania resident bidders and bidders offering Pennsylvania-manufactured goods receive preferential treatment under a sliding scale ranging from 2 to 15 percent depending on the bidder's state of residence and product origin; bidders must disclose the state or country of manufacture for all simulator components.
The scope requires the selected bidder to deliver and install a single simulator unit at PennDOT District 6-0 in King of Prussia, Pennsylvania within three months of the Notice to Proceed (Monday–Friday, 8:00 AM–4:30 PM EST), provide two on-site one-day instructor trainings, furnish comprehensive user manuals and instructor guides in PDF and paper format, and deliver five years of technical support with response to all support requests within 36 hours. A five-year warranty covering all parts, labor, shipping, and travel for repairs is required. The contract term is 60 months from the Effective Date, with PennDOT retaining the right to purchase additional simulators and services through change orders at the same rate plus a three percent annual escalation.
Award is based on lowest cost from a responsible and responsive bidder meeting all bid requirements. Bidders must submit a Worker Protection and Investment Certification Form, Reciprocal Limitation Act documentation, Software License Agreement, Accessibility Conformance Report (WCAG 2.1 Level AA compliance with Section 508 of the Rehabilitation Act required), Penetration Test results, End User License Agreement, and SOC2 Type II Report. Comprehensive general liability insurance of at least $250,000 per person and $1,000,000 per occurrence is required, naming the Commonwealth as an additional insured. Bidder questions are due by 3:00 PM EST on September 17, 2026. No pre-bid conference will be held.
