About this opportunity
Calvert County Local Behavioral Health Authority (LBHA) in Maryland is requesting proposals for peer-to-peer recovery support services under contract term July 1, 2026 through June 30, 2027, with applications due April 10, 2026 at 4:30 PM and a pre-application meeting on March 30, 2026 via Google Meet at 11:00 AM.
Eligible applicants are public or private human service agencies with at least three years of experience delivering behavioral health peer support services to high-risk populations and individuals with serious mental illness and substance use disorders. Licensed Provider Types 32 and 50 are ineligible. All peer staff must obtain Certified Peer Recovery Specialist credentials within two years; supervisors must obtain credentials within 1.5 years. Peer support services must be facilitated exclusively by individuals with lived experience in behavioral health recovery.
The scope includes one-on-one peer support meetings, peer support groups, recovery plan development, resume building, vocational and educational activities, community outreach, and connections to treatment-based support. The RFP prioritizes proposals incorporating peer support services within Calvert County's Law Enforcement Assisted Diversion (LEAD) Program in collaboration with the State's Attorney and Sheriff's Office. Annual performance requires serving 150 unduplicated individuals and participation in RecoveryFest planning and implementation.
The maximum award is $144,990 annually. Funding derives from the Behavioral Health Administration through LBHA and covers staffing and related program expenses only; direct consumer payments, Medicaid-reimbursable treatment services, cannabis-related treatment, gift cards, promotional items, and building construction are prohibited. Full program implementation is expected by July 30, 2026. The contract includes two renewal options on a year-to-year basis contingent upon meeting deliverables and continued funding. Awardees must submit monthly reports by the 20th of the following month and quarterly invoices with Maryland Department of Health Forms 437, 438, and itemized expenditure lists. Pre-bid conference registration deadline is March 27, 2026.
