About this opportunity
The State of Minnesota, specifically the Minnesota Department of Corrections, is procuring a Peer Recovery Specialist Training program for incarcerated individuals at the Minnesota Correctional Facility-Lino Lakes. The contract seeks a qualified training provider to deliver a 46-hour peer recovery training program quarterly, serving up to 20 participants per session. Successful respondents must be approved providers of the 46-hour peer recovery training and demonstrate membership in the Association of Recovery Community Organizations (ARCO), accreditation by the Council on Accreditation of Peer Recovery Support Services (CAPRSS), or have received approval from the Commissioner of Minnesota Department of Human Services. The training program must help participants complete the certification process and provide ongoing education support. Responses must be submitted electronically through the SWIFT Supplier Portal by July 17, 2024, at 2:30 pm Central Time. The evaluation criteria will focus on the proposed work plan, the responder's qualifications and experience, and overall cost. The anticipated contract term is from August 15, 2024, to June 30, 2026, with the potential to extend for up to an additional three years.
The solicitation provides preference points for Minnesota-based small businesses owned by minorities, women, veterans, and those with substantial physical disabilities. Respondents must register as suppliers in the SWIFT Supplier Portal and can receive assistance through the Contractor Assistance Helpdesk at 651.201.8100, Option 1. While specific budget ranges are not explicitly detailed, the contract requires a comprehensive cost proposal that includes staffing and service delivery expenses. Diversity and inclusion are emphasized, with requests for information about the respondent's business classification, including whether they are a small business, minority-owned, woman-owned, veteran-owned, or located in an economically disadvantaged county. The procurement encourages participation from diverse and historically underrepresented business entities, aligning with the state's commitment to inclusive contracting opportunities.
