About this opportunity

The City of Jacksonville, Florida is soliciting bids for a Pedestrian Safety Improvement Program covering North/West Area and Southeast areas within Duval County, with bids due July 30, 2026 at 4:00 p.m. Eastern time. The City intends to award separate contracts to different bidders for each area, and no single contractor may hold both contract areas.

A 20% participation goal for Jacksonville Small and Emerging Businesses (JSEBs) applies. Mandatory eligibility requirements include proof of local business license for Duval County, location in Duval or surrounding counties, current licensure as a certified general contractor or underground utility and excavation contractor with a minimum of three consecutive years of experience from 2019 to present, and successful completion of specified concrete and utility work quantities. Bidders must own or have access to required equipment.

The scope includes furnishing all labor, materials, and equipment for constructing concrete sidewalks and appurtenant work, including enclosing existing drainage ditches as required for sidewalk installation at designated locations. The initial contract term is one year with two one-year renewal options, subject to approval by both the supplier and the City. All bid prices must remain firm for the first year; price escalation or de-escalation requests thereafter are limited to documented changes in the Consumer Price Index or industry-wide increases, subject to City approval.

Bidders must submit responses through the City's 1Cloud e-procurement system and include a 5% bid security in the form of a bid bond, certified check, or cashier's check. Performance and payment bonds equal to 100% of the contract amount are required upon award. Comprehensive insurance requirements include workers' compensation, commercial general liability, automobile liability, and other coverages with minimum limits specified in the bid documents. The question cutoff date was July 23, 2026 at 4:00 p.m. Award will be made to the lowest responsive, responsible bidder contingent on fund availability. Federal funding does not apply.
