About this opportunity
The City of Jacksonville, Florida is requesting bids on concrete sidewalk construction and related appurtenant work under the Pedestrian Safety Improvement Program covering North/West and Southeast areas within Duval County, with bids due July 30, 2026 and a question cutoff of July 23. The City intends to award separate contracts for Part A (North/West Area) and Part B (Southeast Area) to different contractors, with each area awarded to the lowest responsive and responsible bidder contingent on available funds. A 20% participation goal from Jacksonville Small and Emerging Businesses (JSEBs) applies as applicable.
Bidders must meet mandatory minimum requirements: proof of local business licensure if located within Duval County; three consecutive years of experience as a certified general contractor or underground utility and excavation contractor since 2019; successful completion of minimum quantities of concrete sidewalk, driveways, ditch paving, and storm sewer work; and ownership or lease of appropriate equipment. The scope encompasses sidewalk installation at designated locations with drainage-ditch enclosure, and the City reserves the right to issue purchase orders for sidewalk construction in other Jacksonville areas during the contract term.
The initial contract term is one year with two one-year renewal options subject to mutual approval. Award will be based on price only; unit-price bids with extended prices calculated by multiplying proposed quantities by unit prices. All bid prices must include furnishing and installing materials and remain firm for the first year of the contract period. Bidders must keep bids in effect for 120 calendar days after the June 29 bid opening. A 5% bid security in the form of a bid bond, certified check, or cashier's check is required, with 100% performance and payment bonds required upon award. All applicable Florida sales and use taxes must be included in bid prices. The contract is not subject to federal funding requirements.
