About this opportunity

The City of Santa Ana Public Works Agency is requesting bids on pedestrian improvements including construction of new wheelchair ramps and removal and replacement of asphalt concrete pavement, Portland cement concrete sidewalks, curb and gutter, curb ramps, signage, and striping (Project No. 22-6996), with electronic bids due October 7, 2026 at 2:00 p.m. via PlanetBids.

The scope comprises 700 square feet of PCC sidewalk (4-inch thickness), 2,800 square feet of PCC curb ramps with detectable warning surface, 420 linear feet of PCC curb and gutter, 11 tons of AC pavement, sign and post installations, thermoplastic stop legend and bar installations, and a construction permit. Alternate bid items include reduced quantities (500 square feet of sidewalk and 2,000 square feet of curb ramps). The construction permit bid item is estimated at $5,000 with final costs determined by actual time and material expended by the City for labor oversight.

Bidders must hold a valid California Class "A" Contractor's license at the time of award and throughout completion. The project is subject to California prevailing wage requirements and is federally funded, requiring compliance with California Labor Code provisions, anti-kickback requirements, apprenticeship standards, and non-discrimination requirements. If the total bid exceeds $750,000, contractors must adhere to the City's Community Workforce Agreement. Contractors must register with the California Department of Industrial Relations, obtain a Public Works Construction Permit and Santa Ana Business License, and provide a Certificate of Insurance within 10 business days of award.

Completion is required within 20 working days from the Notice to Proceed, with liquidated damages of $3,600 per calendar day for delays. Award will be made to the lowest responsive, responsible bidder within 60 working days of bid opening. Bidders must submit a bid proposal guaranty equal to 10 percent of the total bid amount as a cashier's check, certified check, or corporate surety bid bond. All project work must utilize the City's Procore construction management software for scheduling, submittals, inspections, and progress payments. Contractors must submit an Erosion and Sediment Control Plan and comply with California Air Resources Board fleet regulations.
