About this opportunity

The Port of Tacoma is soliciting sealed bids for on-call operational pavement repairs throughout its container yard under project PCT Operating Pavement Repair 2026, with bids due June 25, 2026 at 2:00 p.m. at the Port Administration Office in Tacoma. No pre-bid conference or mandatory site visit is scheduled.

The scope includes mechanical milling of failed asphalt sections to a depth of 4½ inches and replacement pavement placed in two lifts to match adjacent surfaces, plus placement of concrete collars around utility basin lids with sawcutting, rebar placement, and concrete installation. Work will be assigned by task order; historically single task orders run 60-hour work windows (Friday afternoon through Sunday night), though recent contracts have included standard business-day windows of three to five days. Successful execution typically requires milling and placing at least 1,000 tons of hot-mix asphalt in 24 hours. Bidders must submit unit prices for mobilization, asphalt pavement, tack coat, crack sealant, saw cutting, removal, profiling/grinding, equipment rental (street sweepers, water trucks, dump trucks, excavators, loaders, vac trucks, compressors), site preparation, concrete, and grout.

The estimated cost range is $1.5 million plus Washington State sales tax; the Port does not guarantee a specific amount of work. Substantial completion is required by December 31, 2026, with final completion within 30 calendar days thereafter. Bid security equal to 5% of the base bid is required. Performance and payment bonds equal to 100% of the contract award amount plus sales tax and change orders must be provided within ten days of award.

Apprenticeship participation of 15% of total labor hours is mandated for projects estimated at $1 million or more; contractors meeting this threshold receive a $1,000 incentive fee, while those providing less than 15% face a $500 contract reduction. Contractors must hold valid Washington State contractor registration, industrial insurance coverage, employment security department registration, excise tax registration, and comply with prevailing wage requirements. For bids exceeding $1 million, principal subcontractors for HVAC, plumbing, electrical, structural steel, and rebar work must be listed, or the bidder must identify as performing such work.
