Park City School District is requesting proposals for comprehensive grades 6–8 mathematics instructional materials aligned with Utah Core Standards, with proposals due October 21, 2026 at 2:00 p.m. MDT via Public Bonfire. The district anticipates award in Spring 2027 with an effective start date of July 1, 2027.
The scope encompasses digital and online materials, print resources, and grade-differentiated instruction supporting five strands of mathematical proficiency. Pricing must cover annual software access for 2,400 students, professional development implementation, hands-on kits, teacher print manuals, basic equipment kits, and vocabulary support materials scaled for 16 classes per grade level. The contract term is five years; pricing is guaranteed through June 30, 2027, with subsequent adjustments limited to fiscal year periods and submitted no later than February 1 of each year.
Evaluation allocates 65 of 100 points to non-cost factors: firm experience (15 points), technical capabilities (10 points), district objectives and implementation support (30 points), and references (10 points). Cost accounts for 35 points. All contractors and subcontractors must pass background checks and submit a completed Student Data Privacy Agreement (NDPA v2.2) complying with FERPA, PPRA, and COPPA. Providers must maintain compliance with nationally or internationally recognized cybersecurity frameworks including NIST standards, ISO 27000 series, CIS Critical Security Controls, or CMMC certification, notify the district of data breaches within seventy-two hours, and prohibit targeted advertising and sale of student data.
Vendors must certify that goods or services are produced, manufactured, or performed in Utah and disclose any conflicts of interest. Contractors must maintain commercial general liability insurance of at least $1 million per occurrence and $3 million aggregate, obtain workers' compensation coverage, and register with E-Verify. The district reserves the right to cancel with 30 days written notice and to negotiate prices regularly during the contract period. All intellectual property developed becomes the property of the district. Delivery is F.O.B. destination with a one-year warranty period.
