About this opportunity
Palm Beach County Engineering and Public Works Department is requesting proposals for professional engineering consulting services to design and implement flashing yellow arrow (FYA) signal operations at 28 signalized intersections, with proposals due August 25, 2026 and a non-mandatory pre-proposal conference on August 6, 2026. The project is federally funded through the U.S. Department of Transportation's Safe Streets and Roads for All (SS4A) Grant, requiring compliance with all applicable federal representations, certifications, and contract clauses including the Byrd Anti-Lobbying Amendment and debarment certifications.
All proposing firms and subconsultants providing architectural, engineering, landscape architectural, or surveying and mapping services must be CCNA certified by Palm Beach County's Engineering and Public Works Department prior to the proposal deadline — a mandatory qualification filter.
The scope encompasses intersection surveys documenting signal types, controllers, MMUs, detection systems, and infrastructure; coordination with County Traffic division personnel; development of FYA operational concepts and phasing plans; programming and configuration of left-turn and right-turn FYA operations within ATC Commander controllers; controller database, logic, and operational-parameter development; cabinet testing and TS2 simulation of FYA operations under standard, protected-permissive, pedestrian-interaction, preemption, priority, and special-condition scenarios; preparation of cabinet testing procedures and acceptance-testing protocols; development of operational testing scenarios and verification checklists; preparation of signal timing sheets and supporting engineering analyses; and service as engineer of record during construction.
The selected consultant must provide professional liability insurance of at least $1 million per occurrence and $2 million per aggregate. Proposals will be evaluated on firm and project-team ability, knowledge, and past performance in similar projects (35 points for final selection, 50 points for shortlist); approach, understanding of objectives, innovation, cost-effectiveness, and presentation quality (35 points for final selection, 20 points for shortlist); and volume of prior work awarded by the County over the past four years, with the firm holding the most prior County work receiving the lowest score (10 points for both committees). The anticipated shortlist committee meeting is October 8, 2026, with final selection tentatively scheduled for November 2, 2026. Contract award is expected no more than ten months from the final selection committee meeting. All proposers and subconsultants must be registered in the County's Vendor Self Service (VSS) system, and all firm team members must be disclosed in a required team summary chart that becomes binding after proposal submission — no team member changes are permitted after the proposal due date.
Opportunity text
Scope of Services Perform surveys at all project intersections, including type of operation, controller, MMUs, vehicle and pedestrian signal displays, detection systems, overhead signing, and associated signal infrastructure. Coordinate with COUNTY Traffic division personnel to verify existing equipment, operational constraints, and implementation requirements. Develop and document FYA operational concepts and phasing plans for each intersection. Program and configure Flashing Yellow Arrow operations for left-turn and right-turn movements within the ATC Commander controller and associated Malfunction Management Units (MMUs). Develop controller databases, logic, and operational parameters required to support FYA implementation. Demonstrate FYA operations under various signal timing and phasing scenarios, including standard operations, protected-permissive operations, pedestrian interactions, preemption, priority, and other special operational conditions using cabinet testing and TS2 simulation equipment. Prepare detailed cabinet testing procedures and acceptance testing protocols for use by the Contractor, CEI Consultant, and COUNTY staff. Develop operational testing scenarios and verification checklists to validate proper controller and MMU operation under all applicable field conditions. Prepare signal timing sheets and supporting engineering analyses in accordance with COUNTY standards. Deliverables Provide list of types of operation and signal overhead wiring status. Controller and MMU Configuration Documentation. Signal Timing Sheets and Phasing Diagrams. Cabinet Testing Procedures and Acceptance Testing checklist. TS2 Simulation and Operational Scenario Test Plans. Demonstrate COUNTY-approved Flashing Yellow Arrow (FYA) operations for both right-turn and left-turn movements under various signal phasing and operational scenarios for all applicable signal operation types. Task 5: Post Design The CONSULTANT shall be the engineer of record (EOR) during construction of the DEMONSTRATION PROJECT. This includes shop drawing review and coordination, request for information (RFI) services and coordination, installation conflicts review and coordination, and as built development from CEI redlines. Deliverables: Shop drawing review and approval Responses to RFI As built plans Task 5: DEMONSTRATION PROJECT Evaluation The CONSULTANT shall conduct a before after study evaluating the safety benefits and impacts of the DEMONSTRATION PROJECT and provide recommendations for the criteria for future installations of FYA for left and right turns at existing and new signalized intersections (EVALUATION). The EVALUATION shall consider a variety of scenarios of traffic operations, including during peak periods, off peak periods, in congested areas, suburban areas and crosswalks in the vicinity of schools. Because pedestrians and other vulnerable users are involved in the highest fatality and severe injury related crashes, the evaluation will also consider the benefits and impacts when FYA is applied for both left turns and right turns, focusing on the conflicting movements between motorists and vulnerable users and pedestrians using the crosswalks. Additionally, the following scenarios will also be assessed: When to skip the FYA for left turn and right turns and provide a red arrow, eliminating the potential conflict between pedestrians and vehicles considering peak pedestrian use times and time of day crash trends. The solid red arrow phase and FYA for right turns is anticipated to draw more attention to the potential of a pedestrian within the path of a turning vehicle. (approve by the County) FYA for right turn phase benefits when compared to a right turn on red movement. FYA for left turn benefits when skipping the FYA for left turns where there is a left turn crash pattern. The consultant shall develop an EVALUATION procedure including the performance measures to be used for the COUNTYs approval. As a minimum, the EVALUATION shall include the frequency and rate of fatal and serious injury crashes for vehicle, ped and bike related crashes associated with the FYA movements. Secondary measures to be included in the evaluation shall include travel time and delay measures. The before period shall cover a 3 year period before the DEMONSTRATION PROJECT is implemented. The after period in the evaluation shall cover the first 6 months of implementation and provide the initial findings and recommendations, including recommendations for continued monitoring. The CONSULTANT shall acquire data for the EVALUATION from 3rd parties sources including crowd sourced safety and travel time data, Signal Four Analytics and use the COUNTYs data, including crash records and reports and COUNTY volume counts. The CONSULTANT shall complete the approved EVALUATION procedure and submit a draft and final report to the COUNTY documenting the benefits, impacts and recommendations. The CONSULTANT shall use the approved findings to update the PLAN.
