About this opportunity
The City of Royal Oak, located in Oakland County, Michigan, is issuing a Request for Proposal for spray-applied thermoplastic pavement markings on select city streets. The procurement involves the application of 4-inch wide yellow and white thermoplastic markings across approximately 47 streets within the city, encompassing approximately 365,930 linear feet of yellow centerline markings and approximately 205,405 linear feet of white line markings (including bike lanes and parking designations). The contractor must complete all markings by June 30, 2026, and commence work within ten working days following City Commission award and notification. Electronic proposals must be submitted exclusively through the City's procurement portal at https://procurement.opengov.com/portal/romi by 12:00 pm on Tuesday, March 31, 2026, with a question submission deadline of March 30, 2026, at 12:00 pm. All quantities listed in the proposal are approximations, and the selected contractor will be paid for actual quantities of material applied. Pricing must be quoted in U.S. currency with separate line items for yellow and white spray-applied thermoplastic pavement markings measured in linear feet, representing complete delivered cost with goods shipped F.O.B., and the City is exempt from Michigan State Sales and Federal Excise taxes.
The procurement documentation does not identify any set-aside designations, disadvantaged enterprise restrictions, or incumbent vendors currently serving in this capacity. No specific incumbent contractor information or existing infrastructure integration requirements are detailed in the RFP materials. The successful bidder must furnish specified bonds and certificates of insurance within ten working days of contract award, including $1,000,000 combined single limit commercial general liability coverage, workers' compensation as required by law, and $1,000,000 minimum automobile liability coverage. Pricing shall remain firm for ninety days from bid award or submission, whichever comes first, except for the successful bidder whose prices remain firm through project completion. No award value or budget range is specified in the available documentation, though the scope encompasses over 571,000 linear feet of pavement markings to be completed by June 30, 2026. All invoices must itemize quantities for each street painted with relevant pay item quantities, and should be directed to the Royal Oak Department of Public Services at 1600 N. Campbell, Royal Oak, MI 48067.
