About this opportunity
The City of Houston is requesting qualifications from consulting firms to provide Pavement Management Program services for citywide roadway infrastructure under RFQ PES 2026-0007, with SOQs due July 23, 2026. The City has established a 4% M/WBE subcontracting goal.
The scope encompasses pavement condition assessments using Pavement Condition Index (PCI) and International Roughness Index (IRI) evaluations; GIS-based roadway inventory updates; asset tagging and condition ratings for sidewalks, curb ramps, alleyways, speed cushions, and composite pavement joint-reflection cracking; and preparation of periodic State of the Pavement Reports. The consultant will perform data collection and analysis to develop prioritized maintenance, rehabilitation, and reconstruction recommendations supported by budget scenarios. Work is coordinated with Houston Public Works to support long-term planning, budgeting, and reporting.
The contract is structured as a three-phase Professional Engineering Services agreement. Phase I compensation is on a time-and-materials basis with an agreed-upon not-to-exceed amount; Phases II and III will be negotiated as lump sum amounts. No overall contract value is stated.
Evaluation is based on a 100-point technical competence scoring system addressing expertise of key personnel, project approach, technical competence and previous project delivery, schedule plan, and QA/QC program, plus up to 5 additional local preference points. Respondents designated as a City Business (CB) under the Hire Houston First Program receive 5 points; Local Business (LB) designation yields 3 points.
Financial stability must be demonstrated through audited or unaudited financial statements. Respondents must pass responsiveness and responsibility reviews and comply with federal, state, and local requirements including environmental laws, civil rights compliance, SAM registration, drug-free workplace standards, and anti-lobbying certifications.
A pre-submission conference is scheduled July 2, 2026 at 9:30 a.m. (CT) via Microsoft Teams. Pre-submission questions are due July 9, 2026 at 4:00 p.m. (CT). Notification of intent to award is estimated for August 2026, with City Council action in September 2026 and contract start in September 2026. Submissions are limited to eight single-sided pages in PDF format with 11-point Arial font.
